KEVIN D. JAMES

Kevin D. James Founder and Chief Executive OfficerKevin James is the principal responsible for corporate vision steering, client acquisition, sales, P&L, and the delivery exceptional of security services to commercial entities worldwide,  and agencies of the United States government. 

With a background spanning over 40 years in the security industry, Kevin brings seasoned leadership experience and deep working knowledge of business-to-government (B2G) contracting, RFI/RFP (Request for Proposal) process-to-service engagement, grant writing, and quality assurance oversight.

In 2004, and as Chief Executive Officer of Hostile Control Tactics©, Kevin successfully negotiated and won sub-contractor relationship opportunities with the top five largest U.S. Private Military Companies (currently operating as the Constellis© group of companies). 

Under Kevin’s leadership, HCT™ became the first veteran-owned, African American business to participate in post-war reconstruction efforts and security services contracts in Iraq and Afghanistan valued in excess of $150 million USD.

The company holds  outsource manpower staffing agreements with prime defense contractors to supply HCT™ trained and certified guard personnel for U.S. Army JCC managed Theater Wide Security Services (TWISS) projects and U.S. Department of State WPS/WPPS (Worldwide Protective Services) convoy escort and close protection security missions in regions of Iraq, Afghanistan, Pakistan, and Somalia.

Kevin James is on Federal Advisory Committee currently a constituent member of the Overseas Security Advisory Council (OSAC), which is a charter agency of the US Department of State.

  • Jump-master (NEC-5376) and maritime interdiction operations instructor.

Kevin distinguished himself earning the coveted Naval Enlistment Code (NEC) 9502 Master Training Specialist designation.

  • The Master Training Specialist (MTS) job specialty is awarded to Navy personnel who have demonstrated advanced knowledge, skills, and abilities in the field of education and training. It is the highest instructor-trainer credential awarded from the Navy and conferred upon a sailor.
  • In an MTS leadership role, Kevin James was responsible for research, evaluation and testing of maritime combat tactics, authoring course curriculum, and delivering training to instructors who who taught Kevin’s work to others.

Kevin’s student-peers include; Navy SEALs, Special Warfare Combatant-Crewmen, Explosive Ordinance Disposal (EOD) technicians, and special operations soldiers from other branches of the Armed Forces.

Personally trained and certified over 200 students within the Joint Special Operations Command (JSOC) to Level 1 Parachutist.

Full-time contractor supporting the U.S. Department of State Worldwide Personal Protective Services Program – (WPS/WPPS  I & II).

  • Lead Tactical Instructor – offering contracted tactical instruction in support of the US Army Threater Wide Security Services (TWISS) contract.
  • Traveled five continents and 11 nations teaching and preparing civilian security specialists for work in some of the most austere environments in the world.

Led contract negotiations resulting in HCT securing a sub-contractor role assisting DynCorp International in providing HCT’s own US military combat infantry drill instructors to support the State Department’s efforts in Monrovia, Liberia West Africa.

 The LSSR contract was a twenty-four-month project valued at $35MM earmarked towards helping the nation of Liberia rebuild and recover from a decade of civil war.

Constituent Member on a Federal Advisory Committee of the Overseas Security Advisory Council (OSAC), a charter agency under the U.S. Department of State (DoS) purview.
