KEVIN D. JAMES

Kevin James is the principal responsible for corporate vision steering, international client acquisition, sales, P&L, and delivering exceptional security services to commercial entities worldwide, the US Department of Defense, NATO, the US State Department, DHS, and agencies operating underneath the auspices of the United Nations.

With a background spanning over 30 years in the security industry, Kevin brings seasoned leadership experience and deep working knowledge of business-to-government (B2G) contracting, RFI/RFP (Request for Proposal) process-to-service engagement, grant writing, and quality assurance oversight.

In 2005, and as Chief Executive Officer of Hostile Control Tactics©, Kevin successfully negotiated and won sub-contractor relationships with five of the largest US and British Private Military Companies (currently operating as the Constellis© group of companies). Under Kevin’s leadership, HCT became the first veteran-owned, African American-owned business to participate in post-war reconstruction efforts and security services contracts in Iraq, and Afghanistan valued in excess of $150 million USD.

Kevin is a veteran of the United States Naval Special Operations community where he served as a master parachutist, jumpmaster, and maritime interdiction operations instructor. He is currently a constituent member of the Overseas Security Advisory Council (OSAC), which is a charter agency of the US Department of State.

As a sub-contractor to Blackwater Security, DynCorp Intl., and Triple Canopy - Kevin James personally authored course training curriculum and led in the delivery of high-threat diplomatic security services training courses on 5 continents and in 16 countries.
Training a close protection team comprised of veterans from the Republic of Fiji Military Forces. Under contract with the U.S. Department of State, Bureau of Diplomatic Protective Security Services (DSS)

  • Master Training Specialist (MTS) designation with Signatory Authority – personally certified over 200 students to JSOC (Joint Special Operations Command) Level 1 Parachutist.
  • Lead Instructor – Dept. of State Worldwide Personal Protective Services (WPPS)  I & II. 8 years experience.
  • Lead Tactical Instructor – US Department of Defense TWISS Contract – Iraq & Afghanistan (Convoy Escort Security, Motorcade Operations)
  • Senior Instructor (Contractor) – DynCorp International, Blackwater Security Worldwide, EOD Technologies Inc., Global Risk Strategies Group.
  • Traveled five continents and 11 nations teaching and preparing civilian security specialists for work in some of the most austere environments in the world.
  • 24 years of unblemished federal agency contracting history on international projects valued in excess of $150 million USD.

  • Led negotiations and won a sub-contractor role assisting DynCorp International in providing HCT’s own veteran US military combat infantry drill instructors to support the State Department’s Liberia Security Sector Reform contract in Monrovia, Liberia West Africa. * A twenty-four-month project valued at $35MM.

  • Member: Federal Advisory Committee of the Overseas Security Advisory Council (OSAC), a charter agency under the Department of State (DoS) purview.

  • Advises multinational corporations on a wide range of risk management issues. His most recent engagements include lectures at the U.S. Consulate Office in Toronto Canada, the U.S. Embassy in Port Au Prince Haiti, the International Economic Forum of the Americas, and the University of California Los Angeles (UCLA) Anderson Center for Global Management (CGM).
